Coordination in Adverse Conditions
On Tuesday evening, the U.S. Coast Guard collaborated closely with the Puerto Rico Police to successfully rescue three federal agents and two civilians after two boats overturned near Goat Island, also known as Isla de Cabras. The incident, which occurred in treacherous sea conditions and total darkness, was recorded and later shared by officials.
The operation began at approximately 9:05 p.m. when the Puerto Rico Police Joint Forces of Rapid Action alerted Coast Guard watchstanders at Sector San Juan about the capsized vessels. In response, the Coast Guard initiated a broadcast to alert other boats in the vicinity and promptly dispatched a 45-foot response vessel along with a Jayhawk helicopter to the scene. Additional support came from a Customs and Border Protection (CBP) marine unit and a police helicopter from Puerto Rico.
Rescue Operation Amidst Rough Seas
Shortly after dispatch, a nearby “Good Samaritan” reported seeing one of the vessels, a 22-foot boat, overturned. The Coast Guard confirmed that two individuals were clinging to the hull of the capsized boat, with the informant providing crucial coordinates for the rescue teams.
However, as the CBP marine unit approached the site, it encountered severe 10-foot swells. The challenging conditions caused the unit to capsize, resulting in three agents being thrown into the water. Despite these setbacks, the Coast Guard response boat attempted to reach the stranded agents and boater but was hindered by the dangerous sea conditions.
In a fortunate turn, the police helicopter managed to rescue one boater and one agent, swiftly transporting them to safety on the island.
Finish Line in Sight
As the Coast Guard’s Jayhawk helicopter arrived on site, a rescue swimmer was deployed into the tumultuous waters. The swimmer was able to successfully recover the remaining two agents and the second boater, ensuring all individuals in distress were accounted for.
All five survivors were subsequently taken to the Fernando Luis Ribas Dominicci Airport in San Juan, where first responders provided treatment for minor injuries.
Lt. David Tirado-Tolosa, the aircraft commander of the Jayhawk helicopter, praised the collaborative efforts of the rescue teams. He noted that the timely actions of the Puerto Rican police and the CBP marine unit were vital in maintaining constant visibility on the distressed individuals, facilitating their prompt rescue.
“We are very glad everyone made it home safely, as this could have easily had a different outcome,” Tirado-Tolosa stated, underscoring the importance of teamwork in crisis situations.

Goat Island is a small islet situated in San Juan Bay, characterized by its surrounding reefs and shoals. Historically, it was linked to the main island by a submerged sandbank until landfilling projects in the 1940s rendered it accessible.
